President Trump’s budget request to Congress contains the largest counterterrorism spending increase in years — and buried inside it is a new FBI-led center dedicated to “proactively” hunting Americans the government classifies as so-called domestic terrorists.
The new center and funding boost represent the implementation of Trump’s National Security Presidential Memorandum 7 (NSPM-7), the sweeping federal order I’ve been covering since it was signed last September.
Though public opposition to ICE succeeded at forcing the administration to back down in Minnesota — even firing both Kristi Noem and Gregory Bovino — the FBI is doubling down its domestic terrorism obsession.
Now, Trump’s budget request reveals, the FBI runs a dedicated “NSPM-7 Joint Mission Center”; with personnel from 10 federal agencies, it is busy “proactively”
with zero evidence, just like AER did to me. Nazi Cowards
identifying domestic terrorists motivated by any of the following beliefs:
- “anti-Americanism,”
I am opposed to any regime that threatens my country
- “anti-capitalism,”
It needs to die fast, before it destroys earth’s ability to sustain life.

The new center combats these supposed threats “by integrating intelligence
aka spying on everyone via AI and ICE in USA and Canada
, operational support, and financial analysis,” the budget request says.
Its creation appears to be inspired by the murder of conservative commentator Charlie Kirk — an event that reportedly precipitated the formulation of NSPM-7 in the first place — according to the budget request, which alludes to “heinous assassinations” having “dramatically increased.”
It wouldn’t surprise me in the least if Trump had Kirk taken out. He loves killing others![]()
The budget request also singles out social media as some kind of breeding ground for domestic terrorism, saying:
“Domestic terrorists exploit a variety of popular social media platforms, smaller websites with targeted audiences, and encrypted chat applications. They use these platforms to recruit new adherents, plan and rally support for in-person actions, and disseminate materials encouraging radicalization and mobilization to violence.”

In his testimony to Congress, FBI Director Kash Patel said that he would investigate every single person on the Discord channels used by accused killer Tyler Robinson
recent news reported that the bullet that killed Kirk did not match his gun
. But leaked screenshots of those same Discord chats that I obtained, as well as interviews I conducted with its participants, made clear that these chats were about gaming, not politics.
This was far from Patel’s only overreach. Shortly after Kirk’s death, he announced the Bureau was investigating “the possibility of accomplices,” vowing to run down all “theories and questions” about outside involvement — including a possible foreign nexus.
Patel would later conclude that there was no evidence for any of it
just like Justice Neil C Wittmann ruling AER named me a terrorist in their 2012 court filing, “in the total absence of evidence. There is none.”
, but by then, baseless theories about an Israeli government role in Kirk’s death had proliferated across social media. Joe Kent, Trump’s National Counterterrorism Center director until his resignation last month, reportedly tried to investigate these claims while in government, and has since echoed them publicly.
Maybe these guys should’ve taken their own advice about the perils of social media.
It’s hard to overstate how much the FBI is focusing of domestic terrorism under Patel and the Trump administration. Yet the media have barely covered NSPM-7, let alone the FBI shift.
Shortly after Kirk’s death, FBI Director Kash Patel testified to Congress that he was overseeing a 300 percent increase in domestic terrorism investigations.
And in the first months of the administration, the FBI replaced the 9/11-inspired Terrorist Screening Center with the “Threat Screening Center.” As I reported at the time, the new mission broadened the scope to include “all national security threats,” which ostensibly was expanded to accommodate increased focus on transnational criminal organizations. Now the threat screening center oversees multiple terrorist watchlists that separate international terrorists, transnational criminals, and purely domestic “threats.”
Then there’s the fact that the FBI’s domestic terrorism watchlist is growing, as I reported last year.
Again, all of these developments have yielded virtually zero media attention.
The public might have won the battle of Minneapolis, but the White House hasn’t given up on its domestic terrorism fixation, even after virtually every official has walked back claims that Renee Good and Alex Pretti were “domestic terrorists.”

What is missing in this list is what laws are being broken? It is a list of made up crap that evidently Trump does not like. The “domestic terrorist” label is applied to anyone they don’t like. This is dangerous, where are the Democrats, they should be fighting this loudly and aggressively. Better to investigate laws being broken like ICE thrives on. The FBI needs to investigate the Charlie Kirk murder, the current story does not hold up under scrutiny. Kashmir Patel is in way over his head and should be impeached. HARRISBURG — State Homeland Security Director James Powers Jr.hasn’t said much about the purpose of a $125,000 anti-terrorism contract that the state entered into last October with a security firm based both in Philadelphia and Jerusalem.
But in a recent memo that was leaked to the news media, Mr. Powers made it sound as if the deal with the Institute of Terrorism Research and Resources was aimed at helping Marcellus Shale gas companies learn about the actions of environmental activists who oppose deep underground drilling
and frac’ing!!!!

Mr. Powers, who was hired by Gov.Ed Rendell’s administration in 2006, issued a tri-weekly “intelligence bulletin” to state police, local authorities and some Marcellus gas drillers. It was supposed to contain information that ITRR gained regarding”credible threats to critical infrastructure,” as Mr. Rendell put it.
But in his memo, Mr. Powers saidbluntly, “We want to continue providing this support to the Marcellus Shale Formation natural gas stakeholders while not feeding those groups fomenting dissent against these same companies.”

The memo stated that the bulletin”is not for dissemination to the public,” but “is solely meant for owners/operators & security personnel associated with our criticali nfrastructure & key resources.”
By mistake, Mr. Powers e-mailed the memo to someone who opposes the Marcellus Shale drilling instead of only sending it to gas drilling supporters, as he had intended. The drilling opponent, in turn, sent it to media outlets, including an investigative journalism group called Pro Publica and to the weekly Philadelphia City Paper.

In a statement Wednesday, state Homeland Security official Maria Finn said the institute was hired in 2009 because Mr. Powers considered it to be “the only U.S. private-sector, multi-lingual company specializing in collection and analysis of human intelligence that [the state] needed to carry out certain duties.” The office, after doing research, concluded there was no other such service other than the FBI and CIA, she said.
Marcellus Shale Coalition officials stressed Wednesday that they had nothing at all to do with the ideas expressed in the Powers memo.

Coalition President Kathryn Klaber said her top priority “is to provide our people with the best and safest workplace that we can. … We take seriously any threats that seek to compromise that environment.”

The Sierra Club, an environmental group, lambasted the Homeland Security Office “for gathering McCarthy-style ‘research’ on state residents, including everyday Pennsylvanians concerned about the health and environmental damage caused by loosely regulated gas drilling.”
The state’s one-year agreement with ITRR was due to expire in October, but Mr. Rendell canceled it Tuesday,the day he said he first learned about it through a Harrisburg newspaper report.
Mr. Powers has been unavailable to reporters since news of the contract with ITRR broke Tuesday. His comments in his memo focused on anti-Marcellus activists, and some monitoring was done regarding a Marcellus Shale gas hearing held by Pittsburgh City Council and people who viewed the anti-Marcellus documentary “Gasland” in Philadelphia.

But the “intelligence gathering” wasn’t directed against environmentalists alone. It was also done on anti-tax protesters at the Capitol, gay and lesbian pride parades and people who rallied for more education funds for children.

Mr. Rendell called such monitoring work “ludicrous,” “embarrassing” and “appalling”and he apologized to those who had their “legitimate constitutional expression” targeted.

State Rep. Mike Vereb, R-Montgomery, who has been a police officer and a corporate security director, is often at odds with Democrat Rendell, but praised him for ending the contract.

The institute provides “hands-on emergency guidance during an unexpected crisis.” One article listed on the website is headlined, “Al-Qaeda’s Exploitation of the Internet for Terrorist Command.” The institute has offices in Philadelphia and Jerusalem, but also contains an “emergency contact” phone number in Washington, D.C.

The institute also is registered as a nonprofit institution with the Pennsylvania Department of State. Thatlisting says it was created on July 12, 2004, and gives an address of 33 S. Kershaw St., York.
A Google search of 33 S. Kershaw St.shows it is the business address for a company called the Perelman Security Group. A search of that company gives information on a Michael Perelman.
Mr. Perelman, who listed himself as co-director of ITRR, said in a news release:
“The mission of the Institute of Terrorism Research and Response is to identify and analyze information that can be leveraged to prevent injury, loss of life and destruction of property. At times, that means providing guidance on the potential for deadly actions.
Sounds like they need to investigate all frac’ers!
At other times, it means providing security personnel guidance regarding staff requirements for crowd control.”
Mr. Perelman also noted that his organization has made several significant anti-terrorism discoveries, adding:
“The Institute of Terrorism Research and Response is proud to provide this level of research and analysis to our many clients. … It is precisely thanks to our dedication to keeping people safe that ITRR has become a trusted provider of actionable intelligence
lies and us and Israel creating false flags with which to take more citizen rights away
to those who need it most.”
Mr. Perelman was a member of the York police department for 20 years. His business partner is Aaron Richman, a former Israeli police officer.
