OTTAWA — Anti-armament advocates say Canadian firms shouldn’t be selling armoured military vehicles to United States Immigration and Customs Enforcement, or any other organizations with sketchy human rights records.
NDP MP Jenny Kwan said Wednesday she’s “deeply” and “profoundly” troubled because the ICE agency has been credibly accused of human rights abuses.
“I think Canadians expect our industries and our government to uphold human rights domestically and internationally, and not enable the further militarization of an organization whose conduct already puts vulnerable people at great risk,” she told The Canadian Press.
“This contract raises serious questions about Canada’s role and responsibility when it comes to our technology and products being deployed abroad.”
U.S. government procurement records show ICE recently placed a rush order for a fleet of 20 armoured vehicles made by Brampton, Ont.-based Roshel.
Kelsey Gallagher from Project Ploughshares, a non-governmental organization that promotes peace, said if the vehicles were sold to any other security service in the world with the same documented pattern of abuse, Ottawa likely would step in to stop it.
“I’m calling on the government of Canada to follow its obligations under international law. Canada is a state party to the Arms Trade Treaty, as it has been since 2019,” he said.
Amnesty International and Human Rights Watch have linked ICE to serious human rights violations, including arbitrary detention. Canadian national Johnny Noviello died in custody at a detention centre in Miami earlier this year after being detained by ICE.
“As per its obligations under the (treaty), Canadian officials have to deny any proposed arms transfer if there is a substantial risk that those weapon systems could be used in human rights abuses writ large,” said Gallagher.
When asked about the transaction by reporters Wednesday, Ontario Premier Doug Ford endorsed the contract and promoted armoured vehicle sales.
“They (Roshel) make great military vehicles and now we need the federal government to start ordering some as well off them. And maybe they are, I’m not too sure,” Ford said.
“We’ll take orders anywhere in the world and thank goodness that the Americans are ordering it off of us.”
When asked about the sale by reporters, Foreign Affairs Minister Anita Anand said the federal government was not “contacted regarding any permits for this transaction.”
Liberal MP Nate Erskine-Smith told reporters he does “not feel good” about the sale but needed to know more before commenting further.
The company has not responded to requests for comment and further details about the sale, which was first reported by the U.K.-based newspaper The Independent earlier this week. ICE has also not responded to requests for comment.
Kwan and Gallagher said Canadian law contains a series of intentional loopholes allowing for the transfer of military goods into the United States without the same kind of oversight by Canadian officials that would take place if the goods were being exported to other countries.
Kwan said she is proposing revisions that would address those loopholes through her private member’s bill C-233. She said the bill would help to prevent military equipment parts and components from being exported to the U.S., then relayed to other countries engaged in deadly conflicts.
Last week, Anand insisted that Canada has the “most stringent export control processes and legal regimes in the world” when it comes to military hardware exports.
U.S. government procurement records show ICE justifying its sole-source order to Roshel, worth the equivalent of about C$10 million, for a fleet of Senator emergency response tactical vehicles designed to protect personnel from bullets and bomb blasts.
“Roshel is uniquely positioned to fulfil this requirement within the necessary time frame, having confirmed immediate availability of vehicles that fully meet ICE’s specifications,” says a document from ICE’s Office of Acquisition Management.
It says other American firms ICE reached out to did not meet all the contract requirements and could not deliver the vehicles within 30 days.

Hootsuite Inc. chief executive officer Irina Novoselsky defended the Vancouver tech company’s contract with Immigration and Customs Enforcement (ICE) in the United States, telling employees the deal will stand so long as the agency abides by the terms of service.
Ms. Novoselsky said on an internal all-hands call Thursday that Hootsuite will work with any customer that follows the usage guidelines for its software, which can manage social-media accounts and provide sentiment analysis, or “social listening,” as Hootsuite calls it. The company has terminated relationships with customers as recently as a few months ago for violations, she said on the call, a recording of which was obtained by The Globe and Mail.
“We did nothing wrong here,” Ms. Novoselsky told employees. “ICE is a customer within the public affairs group, so we help them from our social-media management perspective.”
Hootsuite’s terms of service prohibit use of its platform for law enforcement, surveillance and tracking.

The Globe on Tuesday reported details of Hootsuite’s business with ICE and Customs and Border Protection (CBP), federal agencies charged with carrying out U.S. President Donald Trump’s widespread efforts to deport undocumented immigrants. Hootsuite secured a US$95,000 pilot project with ICE in September, according to internal communications obtained by The Globe. Government contractor Seneca Strategic Partners LLC in New York has a contract with the Department of Homeland Security to use Hootsuite for social-media management, according to public records.
In September, 2020, Hootsuite cancelled a contract with ICE in response to backlash from company employees opposed to the deal. The decision was made by then-CEO Tom Keiser, who said publicly the deal had “created a divided company, and this is not the kind of company I came to lead.”

Ms. Novoselsky, who became CEO in January, 2023, is taking a different approach, despite the fact some employees are concerned the company is doing business with ICE again. “We do business with a lot of polarizing non-profits and other organizations, and as long as these enterprises follow our terms of service, that’s our line,” she said on the call.

When one employee asked what employees should say in response to customer enquiries or negative feedback to the ICE deal on social media, Ms. Novoselsky said that engaging publicly was not the right thing to do.
“There’s no winning here,” she replied. “If we go and answer it, there will just be more news cycles.” Engaging with the issue, she added, “won’t change the narrative.”
Hootsuite did not respond to a request for comment and has not addressed the matter publicly.
The deals with ICE and CBP could prove to be lucrative at a time when revenue growth is challenging for Hootsuite. A sales rep described the pilot with ICE as a “Trojan Horse Deal” that could turn into a seven-figure contract in an e-mail seen by The Globe. The author also mentioned travelling to Washington with “Irina” to brief ICE on how Hootsuite “can support their mission.”

According to a fall 2025 conference call transcript seen by The Globe, Hootsuite employees and a representative from CBP discussed creating dashboards to monitor online discussion of ICE enforcement actions in specific cities in real time, and another one to gauge sentiment about CBP commissioner Rodney Scott.
Ms. Novoselsky acknowledged on the internal call Thursday that Hootsuite has a contract with ICE but also referred to recent media coverage as “fake news,” containing “factual errors” and “misinformation.” Asked by an employee to elaborate, another company official said Hootsuite’s software cannot be used to track or identify the specific location of individuals,

The Globe did not report that ICE was using Hootsuite’s software to track individuals. Instead, The Globe reported that Hootsuite employees discussed adding geolocation data down to the “street level” during a conference call with a CBP employee in October. The Globe also reported that an employee had posted a list of questions about Hootsuite’s contract with ICE on a company Slack channel, including how the company would ensure that the agency does not violate terms of service by tracking individuals and groups.
The Globe sent a list of questions in advance of that story to Hootsuite’s media relations team and to Ms. Novoselsky, but received no response.
On the Thursday call, one employee asked about Hootsuite’s large team in Mexico, some of whom have had direct experiences with ICE, or have family members who have had encounters with the agency. The employee noted that much of the discussion on the internal call had been about responding to customer and media inquiries but did not address how some employees feel about the ICE account.
“I appreciate that, and I think it’s extremely difficult,” Ms. Novoselsky said, reiterating that Hootsuite would terminate any customer that violates its terms and saying that she wanted to have more discussions with the Mexico team. “We take this extremely seriously,”

A Colorado nonprofit that helps immigrants in mountain towns says that after several men were detained by ICE during “fake traffic stops” this week in Eagle County, ominous ace of spades cards were left behind in their empty vehicles.
Family and friends who went to retrieve the vehicles, left abandoned on Highway 6, found the cards, which were printed with contact information for the U.S. Immigration and Customs Enforcement detention center in Aurora.
Ace of spades cards, which have been used by white supremacist groups as a racist symbol and were called “death cards” by some during the Vietnam War, were found in at least two vehicles after those vehicles were pulled over by ICE agents, according to Voces Unidas, a nonprofit based in Glenwood Springs.
Nine people were taken into ICE custody during the targeted action Wednesday, including eight people taken after four traffic stops and one person who was walking to a bus stop in Avon, said Alex Sánchez, president and CEO of Voces Unidas.
The U.S. Department of Homeland Security said via email Friday that ICE is investigating the situation and “unequivocally condemnsthis type of action and/or officer conduct.”
“Once notified, ICE supervisors acted swiftly to address the issue,” Homeland Security officials wrote. “The ICE Office of Professional Responsibility will conduct a thorough investigation and will take appropriate and swift action.”

The nine people were taken to the ICE detention center in Aurora, said Sánchez, and Voces Unidas is funding their legal representation. The vehicles were left abandoned after the traffic stops, and family members and friends who went to retrieve them found the ace of spades cards, Sánchez said.
“The families were asking questions about what this means: ‘Is this a business card?’” he said. “What we know is that it is a racist symbol. It comes from an evil place.”
ICE agents in unmarked vehicles with attached sirens pulled over three vehicles Wednesday morning along Highway 6 near the Minturn exit, he said. A fourth traffic stop occurred near the Route 6 Cafe in Eagle-Vail.
“When you are followed and sirens are going off, it feels and looks and resembles local police,” Sánchez said. “Every single time we speak to someone they say, ‘It looked like a police officer. We stopped because we thought we were compelled by law.’”
“This is done to trick people to believe they are local police officers. If they knew it was the federal government, which does not have jurisdiction over state traffic laws, they would not stop.”
Voces Unidas has documented 120 detentions in western Colorado since January 2025, including in Eagle, Steamboat Springs, Glenwood Springs, Frisco and Grand Junction. Two to five detentions per week are typical, and occasionally, nine or 10, the organization said. About half of the detentions have occurred during traffic stops, while others have happened at homes, job sites and in or outside jails, according to the nonprofit.
This week, using eyewitness accounts, videos and photos, Voces Unidas confirmed 10 ICE vehicles conducting targeted arrests in Summit, Eagle and Garfield counties. The agents appear to be looking for specific people, not conducting raids, Sánchez said. Attorneys are still looking into the cases of those detained Wednesday and Sánchez said he did not know whether any of the nine men had criminal charges.
“This is a live operation,” Sánchez said. “They are still in our communities today.”
Of the nine men, one was from Mexico and the rest were from Central and South America, including Honduras, Nicaragua and Peru.
The cards included the words “Denver Field Office” and had the address and phone number for the ICE detention center in Aurora.
Homeland Security officials said in their email to The Sun that its officers are held to the “highest standard.”

“Under President Trump and Secretary Noem, ICE is held to the highest professional standard,” they wrote. “As our brave law enforcement arrests and removes dangerous criminal illegal aliens, including murderers, rapists, and gang members from our communities, America can be proud of the professionalism our officers bring the job day-in and day-out.”

Most people arrested by ICE agents in the first six months of 2025 in Colorado and Wyoming did not have any criminal convictions, according to ICE data.

The History of the the Death Card: The Ace of Spades

In February of 1966, American lieutenants requested decks of cards consisting only of the Ace of Spades from the USPCC. Crates of these special decks were sent free of charge by the USPCC labeled “Bicycle Secret Weapon.” With intent to unsettle the Viet Cong, it was common for US soldiers to leave an Ace of Spades on bodies of Vietnamese they killed. Soldiers would also stick these cards in their helmets to represent anti-peace. Spreading these cards around suspicious areas caused Viet Cong to flee. Come to find out, the Vietnamese did not actually have superstitions regarding the card when the whole thing started but by the end, they grew fearful. The cards mostly united and motivated American soldiers by making them feel powerful and in charge.

The most recent war association was in 2003 when the US invaded Iraq. The military created a deck of cards with names and faces of the most wanted officials under Saddam Hussein’s reign. The Ace of Spades, the most recognizable and historical of all the cards, represented Hussein himself.
What the future holds for the Ace of Spades remains to be seen. But more than likely, as long as decks of cards exist, the Death Card will continue to represent something to someone, be it good or bad, lucky or damning, divine or evil.
