Federal and state regulators are handcuffed in their attempts to gauge potential environmental and health risks from hydraulic fracturing by regulatory loopholes, as well as by insufficient information and resources, a government watchdog report said Tuesday. Officials from the U.S. Environmental Protection Agency told the Government Accountability Office that their inspection and enforcement activities at drilling sites are hampered due to limited information, such as data on groundwater quality prior to drilling.
