The vast majority of funding for the federal department for Women and Gender Equality has not yet been renewed by the government of Prime Minister Mark Carney and could terminate between now and 2027.

Planned spending by Women and Gender Equality Canada (WAGE) could drop from nearly $407.1 million this year to just $76.3 million for the 2027-28 fiscal year, according to its latest departmental plan. Such a reduction would amount to more than 80% of the department’s operating budget and would primarily affect the funding for organizations working on the ground to combat gender-based inequalities and violence across the country.

“Once again, federal government action is raising serious concerns about whether it values equality, human rights and the significant contributions of women, trans, Two-Spirit and non-binary people to the economy and the country,” said an open letter released at the end of July signed by several hundred organizations working with women in vulnerable situations and the 2SLGBTQI+ community.

In an email to Pivot, the department said, “No funding cuts have been made.”Sleazy heartless dismissal and deflection. Nothing to cut, if funding is not renewed.

“Departmental plans are routine documents released annually as part of our commitment to transparency and accountability.”

The projected decline in spending is mainly due to the approaching expiration of funding for several major programs. For example, $601 million had been budgeted for the National Action Plan to End Gender-based Violence from 2021 through the 2025-26 fiscal year.

Also approaching their respective ends are the 2SLGBTQI+ Community Capacity Fund (allotted $40 million for the five-year period from 2022 to 2027), funding to advance gender equality earmarked in the 2023 budget (including $160 million over three years for organizations serving women) and additional funding for the Menstrual Equity Fund that was allocated starting last year.

These fixed-term programs make up the bulk of funding for WAGE, according to Katherine Scott, a researcher with the Canadian Centre for Policy Alternatives (CCPA), who conducted an analysis of the department’s budget.

Because the funding WAGE provides to gender-equality organizations is project-oriented, Scott said, it creates a lot of uncertainty for these groups. “It’s just a precarious source of funding. They’re always looking at those points where they’re going to have to lay off all of their staff. They are constantly on this annual cycle of renewal, applying for funds to try to patch things together.”

There’s a risk, she said, that the department “could turn into an empty shell” if project funding isn’t renewed. “You don’t even need to make a big policy fuss about rescinding it, you just stop directing resources to it, and in a pretty short time you achieve the same end.”

She points out that, while it remains to be seen whether new funding for WAGE might be forthcoming in the federal budget expected this fall, “Right now, the only evidence we have are the departmental plans, and the departmental plans say that there will be a radical reduction in funds flowing by 2027.”

Vulnerability due to the political climate

But while Justin Trudeau’s government invested in these areas, Scott thinks that “the Carney government is certainly very keen to distance itself from the Trudeau record. And you know, it’s worrying for the groups on the ground that are not securely funded.”

Moreover, the fact that Carney waited until after the election to appoint Rechie Valdez as his first Minister of Women and Gender Equality could be a sign of the government’s lack of interest in these causes, both Scott and the community groups pointed out.

Scott notes that the situation is all the more worrisome in a context where the Liberal government is in the minority and its main opponent, the Conservative Party of CanadaNah, Carney and Pee Pee lead the same fucking anti human rights, anti women/girls, anti environment, anti science, anti Canada, anti truth, serve rape religions Harper2 Party, is openly hostile to several of the department’s mandates, particularly concerning the rights of the LGBTQ+ community.

“The government is like, ‘Oh, just trust us’ — they said that they would commit to the women’s programs — but it’s all loosey-goosey,” Scott said. “The one thing that they have been really clear on is that they want all departments to cut their expenses.”And WAGE gets hits the hardest. The cuts at WAGE were listed in the 2025–26 departmental plan, stating that the department is going to let the bulk of their grants and contributions lapse and not renew their funding within the next two years. The departmental funding in the plan shows that not only is the statutory funding being cut (this being the operating funds for the department), but the “voted” funds, which are where the grants and contributions come from, are also being massively slashed. In the 2025–26 budget year, the statutory funding was $7.1 million, which is being reduced to $4.3 million by 2027–28. For voted funds, it’s even more dramatic, going from $400 million in 2025–26, down to $71 million by 2027–28.Herr Hideous Carney is a greedy, fascist, Trump ass-licking Zionist catholic insult to humanity.

A lot of the grants and contributions that are ending were related to WAGE’s Gender-Based Violence Program, and its supporting research and knowledge mobilization functions. Huge cuts are also coming for the Equality for Sex, Sexual Orientation, Gender Identity and Expression Program (SSOGIE), which includes funding for queer and trans programming, including the Federal 2SLGBTQI+ Action Plan. The total grants and contributions are being slashed from nearly $208 million in 2025–26, to less than $1.9 million by 2027–28.c

“The 2025–26 and 2026–27 planned spending variance is due to the time-limited funding from Budget 2021 ending,” the document reads. That time-limited funding included capacity funding for Indigenous women’s and LGBTQ2S+ organizations to provide gender-based violence programming, as well as the funding to renew the 2SLGBTQI+ Community Capacity Fund.

The LGBTQ+ scapegoating that is part of their authoritarian playbook is being used here, particularly in provinces like Alberta and Saskatchewan. Tough economic times generally breed even more scapegoating, and that is exactly what we are headed toward. Police-reported hate crimes on the basis of sexual orientation in Canada have seen a dramatic increase between 2020 and 2024, according to StatCan data, and slurs like “groomer” have become commonplace (which courts have finally started ruling are indeed slurs and not protected speech).

That would include any kind of data collection that goes along with these programs—the kind of data collection that WAGE should be doing as part of their commitment to Gender-Based Analysis Plus (GBA Plus)—even if their implementation of that commitment has been found to be lacking by no less than the auditor general.

This brings me to the broader point in all of this—there wasn’t a need for this austerity, because we are not in a debt or deficit crisis in this country. It’s not 1995. Our fiscal situation was very easily manageable by the federal government, even if the Conservatives will misleadingly cry that government deficits are driving inflation. But it also shows that Carney, or members of his government, haven’t learned the lessons that austerity creates problems that take decades to undo.I think Carney knows damned well the harms his destruction to Canada is causing. I think it’s intentional – the better to keep his raping catholic church happy and the Nazis, and the quicker to destroy Canada and hand us over to Putin via the USA. Carney is an intelligent human, rare. I am sure with his four daughters he knows well that women are the courageous ones in our species, and are more willing than men to sacrifice everything standing up to abuses by the rich and powerful. Taking protections away for women, helps men abuse and murder more women and girls with more impunity, which will make destruction of our country by billionaire fuckers that much easier and quicker. There will be further repercussions from this austerity when it comes to gender-based violence, given that’s where a lot of the funding is lapsing.

It’s also a case where Carney, in full banker mode, is blinkered about the changed nature of the Canadian economy. The service economy far outpaces the resource economy these days, but that is where Carney is directing his economic plans, going so far as to employ a giant Henry VIII clause in his Building Canada Act that allows him to override other legislation, including Indigenous rights, for the sake of these resource projects. It’s the depreciation of human capital, which these programs at WAGE support, for the sake of these resource projects that overtly strip what economists term “the women’s state” for the sake of these male-dominated resource industries. Again, Carney has learned absolutely no lessons of the last three decades about how a more inclusive economy ends up being stronger and more resilient. Women, queer and trans people, people of colour, Indigenous people, all pay the price when the government ignores their needs in favour of the usual tropes that building more major infrastructure projects or digging another mine will solve our economic problems. These cuts to WAGE demonstrate that Carney doesn’t care enough about the actual people on the ground, and he’s asking for worse outcomes for marginalized communities and vulnerable people as a result.

Rowan House Society urges federal government to protect gender equality funding by Emily Rogers, Aug 25 2025, High River Online

The Rowan House Society is advocating for continued funding to advance gender equality.   

The Society has signed a joint statement released by the Canadian Research Institute for the Advancement of Women following projected budget cuts for the Department for Women and Gender Equality (WAGE).   

The department is facing possible budget cuts of 80 per cent by 2027-2028.   

According to the plan document, the change in planned spending is the result of changes in grant funding.   

Starting in 2026-2027, funding is expected to decrease due to time-limited funding ending.  

Linette Soldan, Rowan House Society Executive Director, explained that the organization is concerned about the projected funding cuts to WAGE Canada.   

She added that funding cuts could impact programming and make it more challenging for families to find safety, access, and support to stop violence and abuse before it starts.   

“We urge the Government of Canada to reconsider and commit to sustained funding so that adults and children impacted by abuse are not put at risk and have hope to live lives free of violence and abuse,” she said.

Those incidents have prompted calls for a distinct criminal offence for “femicide,” the intentional killing of women or girls with a gender-related motivation.

The groups pressed Minister Rechie Valdez on issues including rising femicide rates, housing insecurity and systemic failures to protect women from abusive partners and in the justice system.

Valdez said addressing violence against women is an issue to which she has a personal connection.

“I also lost someone in my family, so to all the women and girls out there who have experienced gender based violence, our government remains committed to continuing to fight against gender based violence,” she said.

“And how we’re doing that is through our national action plan to end gender-based violence. This is a 10-year commitment, we are three years into that commitment, we’ve invested close to half a billion dollars.”

MacDougall said that even if the government sticks to its 10-year commitment, the plan will require an increase in funding, “and that’s something that we did not hear today.”

Sharon Gregson, B.C. spokesperson for the $10-a-Day Childcare Campaign, said the groups also pressed Valdez on its support for child care, something she said is critical both to gender justice and to keeping the province’s economy healthy.

She said advocates will be watching closely to see if Ottawa sticks to its commitments.

“There is a lot of room for improvement, and we were heartened to hear Minister Valdez say that the budget for women and gender equality in Canada is not being cut,” she said.

“So we’ll look forward to the federal budget and ensure that we still see that line item.”

Advocates say they also stressed the need for core federal funding to sustain anti-violence services and concerns about the impacts of resource extraction projects on communities, women and gender-diverse people.

His speech comes on the same day Mark Carney wraps up a trip through Europe that included stops in Poland, Ukraine, Germany and Latvia. The Canadian prime minister is trying to shore up relationships with European allies and work on defense and trade agreements in the face of the global tariff war launched by the US.

Hodgson’s speech promoted cooperation between Germany and Canada, including on green hydrogen and critical minerals. But it emphasized Canadian natural gas as a low-risk source of energy.

“Unlike the previous Canadian government, which closed the door to LNG exports, Prime Minister Carney’s government has opened it,” said Hodgson, a rookie politician who previously worked with Carney at Goldman Sachs Group Inc. “If the demand is here, and the infrastructure is built, Canada will deliver.”

The comments are the latest example of how Carney, despite coming from the same Liberal Party as Trudeau, has put a much stronger emphasis on conventional energy exports as a potential source of economic strength.

Canada in Europe: A Long Way to Go

The idea of shipping liquefied natural gas from Canada’s east coast to European markets has lingered for years, but made little progress. After Russia invaded Ukraine in February 2022, Germany searched for replacements for Russian gas and explored options with Trudeau’s government.

When then-German Chancellor Olaf Scholz visited Canada that summer, Trudeau told reporters the business case for shipping gas to Europe has always been difficult due to the fact Canadian gas fields are mostly located in the west, far away from Atlantic Ocean ports.

Those comments have often been criticized in the years since — though Trudeau also said at the time he was willing to expedite the regulatory process, if a private sector company came forward with a project.

Hodgson said proposals for gas exports to Europe are still in early stages and “no route is mapped out for sure.”

“But any proponent who comes forward with a project that features good economics and buy-in from their province and Indigenous people, we will take a good look at,” he said.

Canada has an LNG terminal on its east coast owned by Spanish energy firm Repsol SA, but it currently imports gas for markets in eastern North America. The company explored expanding it into an export facility, but scrapped the idea in 2023 after determining the pipeline tolls would have made the gas too expensive.

Hodgson and Carney have indicated that another project is on their radar now: using the northern port of Churchill, Manitoba, to ship LNG and other commodities through Hudson Bay and the Arctic Ocean.

However, the port is small, remote and locked in by sea ice for much of the year. Upgrading it would require major investment in new infrastructure, as well as icebreakers to allow for a longer shipping season.

Hodgson told reporters in Germany this week that Churchill’s port is currently “underutilized” but represents a “tremendous opportunity.” Provincial leaders in western Canada are enthusiastic about the concept.

“There seems to be a desire on the part of Germany to buy our natural gas,” Hodgson said. “And we have a desire from proponents, a province and First Nations to develop that for German customers.”

Developing Churchill’s port could unlock exports of LNG and critical minerals, along with creating economic opportunity for Indigenous people and diversifying Canada’s trade networks, Carney told reporters during his Europe tour.

“All of those elements are going to make the country stronger, make us more resilient, make us more prosperous,” he said.

Natural Resources Minister Tim Hodgson says the federal government’s new major projects office will launch this week, a key element in Ottawa’s push to spur companies into building new large-scale infrastructure.

The Liberal government rushed its major projects bill through Parliament in June so it could speed up approval times for large industrial projects.

Hodgson made his comments in a speech at the Canadian Embassy in Berlin, where he said Canada is placing an emphasis on speed in getting new infrastructure built so the country can ramp up energy exports.
