If I could impart one piece of knowledge from my decade-plus of researching and teaching about the topic, it would be this: Genocide is a process, not an event. That insight is critical to understand if we hope to prevent genocides and hold their perpetrators to account.

No genocide has ever been committed – whether it be the Holocaust, Rwanda, Srebrenica, or Gaza – without powerful actors investing tremendous political, economic and social resources into dehumanizing the people targeted by genocidal violence.

The 1948 Genocide Convention’s answer to this is to explicitly oblige states to prevent genocide, not merely react to it, a fact too often overlooked.

In part because human beings have an innate aversion to harming others and participating in atrocities, genocide also takes on insidious forms, what some call “slow violence”. While images of mass murder at extermination camps like Auschwitz or pyramids of the skulls of Tutsi victims during the 1994 Rwandan Genocide dominate collective memory, less immediate but no less lethal forms of violence are endemic to genocide. This lack of instant violence – often accompanied by continued births and parts of the population surviving – is often used to deny genocidal violence, despite the fact that the Genocide Convention makes clear that genocide means the intentional destruction of a group, in whole or in part.

Sometimes, as with the intentional famine unleashed on Ukrainians by the Soviets during the 1932-33 Holodomor, starvation is the primary method by which populations are destroyed. In other instances, starvation accompanies direct forms of killing. In the Jewish Ghettos, the Nazis ensured that people would receive calories below what was required to sustain life. In Darfur, Sudanese forces not only bombed and raised villages but engaged in “genocide by attrition”: destroying communities by intentionally preventing civilians from accessing food or aid. That such violence also prevents women from giving birth to healthy children may likewise be genocidal.

While mass murder dominates our attention, the slow violence of genocide was captured in the Genocide Convention, which prohibits “deliberately inflicting on the group conditions of life calculated to bring about its physical destruction in whole or in part”.

The Canadian example also teaches that genocide is not time-bound. It may be committed over several months (Rwanda), years (the Holocaust), or decades (Canada). The law of genocide is rightly silent on the requisite duration of genocide.

Returning to the point that people are generally averse to committing or witnessing mass atrocities, those who engage in genocidal violence try to create distance between the perpetration of genocide and their own citizens in order to create the comforting allusion that genocide is not happening: ‘if I can’t see it, how do we know it’s taking place?’

During the Holocaust, the aversion of Germans to slaughter inspired a move away from killing Jews and others with bullets (which traumatized the killers) to doing so systematically in extermination camps where camp prisoners were themselves used in the operations of Auschwitz, Dachau, and Treblinka. 

Notoriously, media like the New York Times barely covered the Holocaust despite its editors being aware of the slaughter. Today, Israel refuses to allow any independent journalists into Gaza. Preventing coverage is an atrocity denial strategy.

A final observation: under international law, there is no hierarchy of international crimes. Neither war crimes nor crimes against humanity are ‘worse’ than genocide. One can believe, as independent investigators (and a Holocaust Survivor) at the International Criminal Court do, that a litany of war crimes and crimes against humanity have been committed in Gaza. Or one can believe it is also genocide.

But the focus must be on ending the atrocities and holding those responsible to account.

Mass atrocity prevention scholar Adrian Gallagher recently offered the following analogy: “Imagine Gaza was a forest. The world might get angry if you burn all the trees down at once. So, instead you just chip away at it. The first day you might kill ten trees, the second day 90 trees, the next day six trees. Meanwhile, you don’t water the rest of the trees, and you do what you can to drip feed as little water as possible. And if nobody stops you from chipping away… one day, all the trees are gone.”

Genocide or not, what will states do to stop Israel from chipping away at life in Gaza?

The Islamic Resistance Movement (Hamas) affirms that the Gaza Strip is facing a catastrophic famine as a result of a comprehensive ongoing blockade, in the most dangerous phases of genocide, for more than five months, including the closure of crossings and the prevention of infant formula, food, and medicine from reaching more than two million people, including 40,000 infants threatened with immediate death, in addition to 60,000 pregnant women. Despite escalating international condemnations, the occupation promotes theatrical limited airdrops and ground aid, while most of it falls in dangerous areas that it had previously ordered to be evacuated, rendering it useless and threatening civilian lives.

In repeated criminal behavior, the occupation targets aid security teams and opens corridors for looting gangs under its protection, as part of a systematic plan to perpetuate famine as a weapon of war.

Hamas calls upon international institutions to expose the occupation’s behavior based on “engineering starvation” and to expose it legally and morally, as it constitutes a compound and deliberate war crime, no less dangerous than direct bombing and destruction.

Hamas affirms that breaking the blockade and opening crossings immediately and without conditions is the only solution to end the catastrophe in Gaza, and any delay in this means proceeding toward a phase of genocide, especially against vulnerable groups of children, patients, and elderly.

Late last year, I testified before the House of Commons’ Foreign Affairs Committee on why Canada should recognize Palestine.

It’s the right thing to do. It always has been. There has never been a good argument against it.

Thank you, Mr. Chair.

There is no reason for Canada to wait to recognize Palestine. It is time.

But not Canada. Why?

Let me take this opportunity to dispel some arguments that have been put forward against immediate recognition.

First, some claim that Canada should not recognize Palestine because doing so would go against our NATO and G7 allies.

But Sweden, Norway and Spain are NATO members. So too are Poland and Czechia. All recognize Palestine. G7 countries like Japan and France have likewise moved closer to recognizing Palestinian statehood. The only G7 state to oppose the May 2024 UN General Assembly vote on Palestinian statehood was the United States.

Second, it is said that recognizing Palestine as a state is a “reward for Hamas”.

This argument is duplicitous and dangerous. It relies on an assumption that Palestinians are all Hamas, a notion that drives the collective punishment of Palestinian civilians and is used to justify mass atrocities.

Recognition is not a reward. Nor is recognition a consolation for the relentless and well-documented war crimes and crimes against humanity committed against the Palestinian people. It is a basic, inalienable human right. It is the right of Palestinians.

The International Covenants on Civil and Political Rights and on Economic, Social and Cultural Rights – treaties Canada has signed and ratified – list the right of all peoples to self-determination. Both list it in Article 1.

There is no evidence for this proposition. What has undermined the Two State solution is the atrocities of Hamas andmostly the atrocities ofIsrael, neither of whom are interested in a Palestinian state existing beside Israel.

The argument that recognition can only be achieved if Israel agrees to it through negotiation is – in both intent and effect – a cover to permit the continued destruction and annexation of Palestinian land.

Recognizing Two States cannot undermine a two-state solution. Rather, it could jumpstart a new, better, more promising political solution to the conflict in the Middle East. Spain has said that recognizing Palestine is “the only way of advancing towards what everyone recognises as the only possible solution to achieve a peaceful future, one of a Palestinian state that lives side by side with the Israeli state in peace and security”.

As the International Court of Justice has ruled, the right to self-determination is not conditional on a non-existent peace process. And so, Canada cannot condition the right of Palestinians to self-determination on the interests of a government openly engaged in the destruction and illegal occupation Palestine.

Finally, some say recognizing Palestine is wrong because it departs from long-standing Canadian policy.

But what justifies keeping the same policy in the face of mass slaughter?

Canada should depart from long-standing policy. Otherwise, it risks doing and saying the same thing over and over and expecting a different result. The status quo is not fit for purpose.

Recognizing Palestine now should be easy for Canada. Palestine exists. We’d only be joining our allies. There are no good arguments not to recognize Palestine. There is no reason to delay.

Let me leave you with an image.

It is fifteen years from now. The world is coming to terms with its inaction in the face of atrocities committed against civilians in Gaza.  Canadian MPs stand in the House of Commons to recognize a day of mourning for the tens of thousands of lives lost. The Prime Minister apologies on national television for not doing more when we all knew – we all watched – the massacres take place.

What would you say to your children or grandchildren who ask you then: what did you do?

I join Canadians who are watching you now – today – to see what you do. 

Canada has an opportunity to do something no Canadian government has done before, and something that is the legally, politically, and diplomatically right thing to do.

This Committee has voted to study the “quickest path” to recognition. The quickest path is the one that you take today.

The time has come to recognize Palestine. Now

  1. Pro-Palestinian individuals are often portrayed as antisemitic in media outlets, regardless of their actual statements or actions.

Content supporting Palestine has been removed on platforms like Instagram, Facebook, and TikTok. Activists report their posts being deboosted.

Former prime minister Stephen Harper is working with former leaders of three major intelligence agencies — the Mossad, the CIA and MI5 — in a Canadian private investment company.

AWZ Ventures invests in Israeli cybersecurity, intelligence and physical security technologies.

Despite the many prominent individuals behind it, the company remains low-profile in Canada.

The head office of AWZ (pronounced Oz) Ventures is at 20 Eglinton Ave. West in Toronto, on the 10th floor of an office tower at the corner of Yonge Street.

… Former Conservative public safety minister Stockwell Day is also involved with the company.

AWZ Ventures has recruited former executives of the Mossad, the Israeli intelligence agency. They include Haim Tomer — who spent more than 30 years with the agency, serving as head of Mossad’s intelligence, counter-terrorism and international divisions — and Gary Barnea, a former deputy director of Mossad’s special operations division.

Richard Fadden, former director of the Canadian Security Intelligence Service and a former national security adviser to Harper, also works for the company.

Fadden sits on AWZ Ventures’ advisory committee. … Two major figures from U.S. and U.K. intelligence circles are also part of AWZ Ventures — former CIA director James Woolsey and former MI5 director general Stella Rimington. …

2023: Stephen Harper’s firm pours $350M into developing military tech for Israel, Canadian money helped develop high-tech tools like “behaviour recognition” then used in Israel

An investment firm led by former Conservative Prime Minister Stephen Harper that is devoted to launching security companies in Israel has a new “success” story: helping that country’s military conduct secret mass surveillance of Palestinians in Gaza.

According to The New York Times, hundreds of Palestinians have been targeted by an “expansive and experimental” spying effort to “collect and catalogue” the faces of Palestinians.

At times, civilians have been “wrongly flagged” as Hamas militants and then interrogated and tortured.

The facial recognition technology the Israeli military is relying on was created by Israeli tech company, Corsight. Founded in 2019, the company officially launched after receiving a $5 million investment from Awz Ventures, the firm where Harper is a leading partner and president of its advisory committee.

Three out of five members of the Israeli company’s board of directors are Harper’s partners at Awz Ventures, meaning the former Canadian Prime Minister’s firm effectively controls Corsight.

Using Corsight’s spy tech, the Israeli military picked out Palestinian poet Mosab Abu Toha at a checkpoint in central Gaza in mid-November, as he was attempting to flee with his family to Egypt. He was separated, detained, and beaten.

The surveillance program that uses this technology is being run by the Israeli military’s elite cyber-intelligence Unit 8200. 

A former commander of this unit, retired Israeli Brigadier General Ehud Schneorson, is another of Harper’s advisory partners at Awz Ventures. According to a report in Israeli outlet +972 Magazine, Unit 8200 has also overseen an AI-based targeting system that has marked tens of thousands of Gazans for assassination. 

Harper’s ‘solidarity’ trip to Israel

Since October 7, the Israeli military has killed more than 33,000 Palestinians in Gaza and hundreds of thousands face famine as a result of Israel’s blockade of essential supplies. 

A previous investigation by The Breach found that Awz Ventures has poured investments totalling at least $350 million into high-tech companies that support the Israeli security industry and military. 

Harper, who was a hard-line supporter of Israel while prime minister, has promoted Awz Ventures in Israeli media outlets and has said that the company is a chance to “continue what I did in government.”

He made a “solidarity” visit to Israel in February, and was hosted at the Knesset by Knesset speaker Amir Ohana, who called him “one of Israel’s best friends of all time.”

He also met with Israeli Prime Minister Benjamin Netanyahu and Israeli Intelligence Minister Gila Gamliel.

In an op-ed published at the same time in the National Post, Harper compared Hamas to the Nazis and said Israel’s attacks on Gaza “should end the same way our war with the Nazis did—by the unconditional surrender of its perpetrators.” 

In late March, The New York Times reported that Corsight’s facial recognition technology was first used to search for Israelis taken hostage during the October 7 cross-border attack by Hamas. Corsight was then brought in by the military during their ground offensive in Gaza to create and use the facial recognition program.

After discovering that Corsight’s technology was faulty and had delivered false positives, the Israeli military supplemented it with Google Photos, the corporate giant’s free photo sharing service.

At Corsight, board member and retired Israeli major general Giora Eiland has advocated for the ethnic cleansing of Gaza in Israeli newspaper articles. 

In October, he wrote that Israel “has no choice but to turn Gaza into a place that is temporarily or permanently impossible to live in,” and that “creating a severe humanitarian crisis in Gaza is a necessary means to achieving the goal.”

Later, he wrote that “Gaza will become a place where no human being can exist.”
