Amid Prime Minister Mark Carney’s calls that the Canada-U.S. relationship is ruptured, Ottawa has committed $175 million to a mining project in northern Quebec whose major U.S. investor is closely linked to the Trump administration.
Energy and Natural Resources Minister Tim Hodgson says the Carney government’s support for the rare earth mine is necessary to protect Canadian jobs and the economy.
“We’re doing things that are exceptional because we are in exceptional times,” Hodgson told the fifth estate in an interview.
“I’ll go back to what the prime minister said: We are in a hinge moment. We are in a rupture. We need to respond to thatby destroying Canada and Canada’s public services, including Health Care, to give our tax dollars to rich fucking Americans tied to the Pedo Trump Regime, American oil and gas, and AI and Military, and other foreign (e.g Norwegian) companies and countries, including those with horrific humans rights records.”
The proposed mine is near Lac Brisson in Nunavik, approximately 235 kilometres northeast of Schefferville, Que., on the Labrador border.
Montreal’s Torngat Metals says its mine, called Strange Lake, will extract up to 13 million metric tonnes of material a year for 30 years. The company wants to cut a 170-kilometre road to the Labrador coast and ship the elements about 1,700 kilometres to a proposed French-owned processing plant in Sept-Îles, Que.
“The vision with Strange Lake is to build in Canada, in Quebec in particular, an extraction-to-refined-value chain that would make Canada and Quebec unique as the main alternate source to the Chinese monopoly, something the Western world is eagerly awaiting,” Torngat’s CEO at the time, Yves Leduc, told the fifth estate in late February.
On March 17, Torngat announced that Leduc, who was hired as CEO last year, had “decided to step down.”

What makes the Strange Lake deposit so enticing to governments and private investors is the presence of heavy rare earth elements, most notably dysprosium and terbium, which are key to the magnets used in everything from electric vehicles to fighter jets and missiles.
One of the federal government’s lending arms — Export Development Canada (EDC) — has highlighted the fact that Ottawa has never before committed to financing a mine at such an early stage.
In a media release last June, EDC president and CEO Alison Nankivell called their $110-million Torngat loan “unprecedented.” I bet it’s a gift, not a loan, and if it is a loan, they won’t pay it back, and will pollute and devastate, and walk from clean-up, as usual in rape and pillage Canada

At the same time, the federal government’s Canada Infrastructure Bank provided an additional $55 million to “to further advance the next stage of the project.”

The EDC’s Nankivell said in the June statement that the federal government was able to take a financial risk on the mine because of “the well-capitalized nature of the Strange Lake project.”
Discovered in the early 1980s, the deposit has never progressed beyond the exploratory stage.
Strange Lake would remain a rare earth deposit with potential but no source of major capital until 2022, when the large U.S. private equity firm Cerberus Capital Management invested $50 million US.
Trump’s choice

Former Torngat CEO Leduc told the fifth estate he was hired by Cerberus and reported to them.
“They have majority seats at the board. So I deal with the board, obviously, and when it comes to capital raise and strategic questions, I deal mostly with Cerberus, which is absolutely notnormal.”
While Torngat’s website calls Cerberus a “cornerstone investor and strategic partner” and two of the five Torngat board directors are Cerberus executives, the U.S. firm told the fifth estate its “current equity stake is less than 50 per cent.”
Project 2025
In October, Radio-Canada reported that another Trump ally, Thomas Gilman, who helped bring the Cerberus investment to Torngat, was chairing the board of the Quebec company.
Gilman was an official in the U.S. Department of Commerce in Trump’s first term and later one of the authors of Project 2025 — the right-wing Heritage Foundation’s blueprint for Trump’s second term. Gilman wrote controversial sections calling for major cuts to climate change research.

Days after that Radio-Canada story appeared, Gilman stepped down as chair of Torngat and was replaced by longtime Quebec mining executive Maryse Bélanger.
Gilman’s involvement and the company’s Trump administration connections had local residents in Sept-Iles concerned. Local industries like lumber and aluminum already had to deal with rising tariffs from the U.S. president, leaving many wary about his next move.

Canada’s Ministry of Innovation, Science and Economic Development would not disclose whether the federal government had conducted a national security review of the Torngat project, which would have been triggered under the Investment Canada Act when Cerberus invested in the Quebec company.Not disclosing means they didn’t

Assessing the threat
In a recent report submitted to the House of Commons standing committee on national defence, the environmental and human rights group Mining Watch Canada recommended that the federal government publicly clarify whether they intend to “tolerate, accept or refuse foreign state access” to Canada’s critical minerals.
“There are many things that they can do, you know. It could be from taking over the projects, like they did with some Chinese projects, if they assess that it’s the same level of threats,” said Rodrigue Turgeon, the national co-lead at MiningWatch.
Despite Canada’s fractured relationship with the U.S., Leduc said American capital is a good thing and that, in the parlance of Trump, Canada holds all the cards.Liar! Ahead of any completed environmental assessments, Torngat had been meeting with neighbouring communities in northern Quebec to hear their concerns. Leduc said the company plans to implement the highest environmental protection standards.
“Minimizing the impact of mining operations on the environment, including caribou herds and biodiversity, is part of our strategy.”
How to contain radioactive waste produced when mining for rare earths is a major concern for local communities down river of the mine and in Sept-Iles, where uranium will be removed from the rare earth elements and stored.
Large amounts of uranium are often found in rare earth deposits.
“We anticipate that the [radioactivity] levels will be significantly below the health norms and thresholds set by Health Canada,” Leduc said, adding “that is something that we’re seriously focusing on and as we collect the data we’ll have the science-backed information to reassure the communities and the government obviously that we’re not talking about radioactivity levels that are problematic.”

Asked how the Canadian government could make a large financial commitment before any environmental assessment had been completed, Hodgson told the fifth estate Canada had to act to address China’s control of most of the world’s critical minerals, which are used in every part of Canada’s manufacturing sector. Torngat says it is already in discussions with several countries about purchasing the rare earths from their mine.
Last year, Torngat signed a memorandum of understanding with the German processing company Vacuumschmelze, an agreement highlighted by Carney during his visit to Germany in August.
With millions of dollars from the U.S. Department of War, Vacuumschmelze built a new processing facility in Sumter, S.C., where rare earth elements are used to make magnets for F-35 fighters, drones and other weapons for the U.S. arsenal.

Torngat Metals rare earth project poses radiation risks, says activist, Company working on mitigation measures to limit risk to caribou, says vice-president of environment by Andrea McGuire, CBC News, Nov 19, 2025
As the race for rare earth elements accelerates in Canada, one Nova Scotia activist is warning about the environmental risks of rare earth mining — especially when the rare earth minerals are found near radioactive elements, like uranium and thorium.
Mary-Lou Harley, an environmentalist who holds a PhD in chemistry, says this is the case for Torngat Metals’ Strange Lake mining proposal on the Quebec-Labrador border, near Lac Brisson, Nunavik.
“It’s a ridiculous proposal. It’s so dangerous,” Harley told CBC News.
Harley said because the rare earth elements on the site co-exist with uranium and thorium it’s not possible to mine the rare earth without mining radioactive elements as well.
“In Quebec, there’s a moratorium on uranium mining,” she said. “So it is outrageous that they’re going to be able to mine a uranium body to extract the rare earth elements, the uranium amount and the thorium amount, both of which are radioactive and toxic, and both of which decay with time to more radioactive different elements.”
Last month, the federal government designated certain critical minerals as a national security priority OMG, Carney is Hell, catholic Hell under the Defence Production Act. At a G7 energy and environment meeting in Toronto, Federal Energy Minister Tim Hodgson announced that G7 countries are investing $6.4 billion into 26 critical mineral projects across Canada, including the Strange lake project.
For the Strange Lake project, Harley is particularly concerned about the separation and purification plant being proposed further south of the mining site, in Sept-Îles, Quebec.
Harley worries the plant could expose the people and ecosystems of the area to a “forever waste” of radioactive toxins.
“I can’t imagine any justification in an impact assessment on that end of the project, with respect to the amount of toxic material that’s going to be generated and then left in that area,” she said.
Harley also said the mining site could cause radioactive water and dust contamination. On the Labrador side, Harley said this would “almost necessarily” impact caribou calving areas, and potentially contaminate caribou lichen — the animal’s main food source.
Torngat Metals does not intend to produce uranium or thorium, but Harley said that doesn’t change the level of risk toward the environment.
“Just because they’re calling it a rare earth element mine does not negate the fact that it’s going to have all of the impacts that any uranium ore body is going to have in being mined. And those are the very impacts that the moratorium was in place to protect us from,” said Harley.
‘We’re mining rare earth,’ says Torngat Metals
Sylvie St. Jean, the vice-president of environment with Torngat Metals, said if the project proceeds, the company would treat any radioactive material “as a contaminant inside our deposit.”It’s not fucking treatable you inhumane shit head
“So we’re not mining uranium, we’re mining rare earth,” said St. Jean. “And it just so happens that there are some other materials in the ore body such as uranium and thorium, but there’s also iron and other things that we need to remove.”
Torngat Metals is a responsible mining company, said St. Jean, availing of the best technology available. She added the company is particularly focused on reducing risks to caribou, and is working on a caribou conservation plan with all six Indigenous nations impacted by the project.
“The risk to caribou with radioactivity, we do care about that a great deal and we spend a lot of time thinking of ways that we can protect the caribou,” she said.
“We will have very, very small blasts. We will use what’s called a blast mat. It’s like a blanket made of recycled tires and it acts to contain, so that when you have a blast, it doesn’t go all over the place.”JFC, what a tall tale, as tall as the tales in the bible! But this is disputed by Harley and groups like the Coalition Québec meilleure mine et MiningWatch Canada, who say the concentration is significant.
A geological analysis of the Strange Lake site from 1986 showed that of three representative samples — all of which contained high deposits of rare earth elements — one sample had 65.7 ppm (parts-per-million) uranium, the second had 134 ppm uranium, and the third showed 212 ppm.
For thorium, concentrations were higher: the first showed 375 ppm, the second had 2,572 ppm, while the third contained 2,350 ppm.
When Nova Scotia’s moratorium on uranium mining was in place between 1981 and 2009, mining was prohibited in any area where uranium deposits were higher than 100 ppm.
Concerns remain about proposed access road and caribou, says Nunatsiavut
Jim Goudie, the deputy minister of Land and Natural Resources with the Nunatsiavut government, said there are always concerns when you’re dealing with radioactive material.
“Mining rare earth elements anywhere in the world, they’re usually found in uranium and thorium deposits. Most of the rare earth elements that are found are slightly radioactive as well,” he said.
“Obviously there’s concerns. And you can’t mine these essentially without, you know, digging up the uranium and thorium that’s mixed in with them.”
But Goudie said he believes Torngat Metals is aware of the potential impacts, and that the company has outlined plans to address those risks.since when has a mining company’s outlined plans ever been put into practice with successful mitigation of harms. “I think Canada has the pieces, the legislative and regulative pieces, in place to make sure that mines like the proposed one at Strange Lake can operate safely. I think as well, you know, Indigenous groups could possibly involve keeping an absolute close eye on this project if this mine were to go ahead,” said Goudie.I know of no resource raping company in Canada that follows the rules and laws and conditions on their permits. And, I know of no regulator or gov’t that enforces their rules when they are provided evidence of companies breaking the law, without a massive expensive fight, usually by Indigenous or community members and great stress and expense after it’s too late. For his part, Goudie remains more concerned about Torngat Metals’ proposed access road for the project between Lac Brisson and Voisey’s Bay, which would cut through the migration route of the George River caribou herd. According to the July 2024 census, the herd remains at a historically low level, numbering about 8,600 animals.
“You can look all over Canada and elsewhere in terms of what kind of impact roads have had on migration routes,” he said. “For sure, there’s going to be some impact.”
